How dumb, they mean before a railroad not AT a rail road we all know we shall slow down b4 crossing but no one should stop. Wut about if a train comes r they really gonna stop AT the railroad? I dnt think so...so it dhall be begore not At...stupid...

It means they stop at the crossing even if there is no light telling them to stop and/or there is no train coming
